Yet another fps thread

Well.. Here we go

I've been having fps around the high 20's, even when I turn off all graphical enhancements. My frames also drop down to the teens when in
highly populated areas

My specs (Laptop)

Geforce GT 750M

Intel Core i7-4700MQ 2.40 ghz

8 gigs of RAM

60hz 1920x1080 screen

Up to date drivers

Windows 8 (Not 8.1)
