Game crashes while optimizing/loading. Was never able to get In Game

I've downloaded the game a few weeks ago and it always crashes while loading/optimizing. Tried to check the game data over Steam, nuked and reloaded the whole game and tried to Upgrade/Downgrade my graphic driver .. nothing helped yet.
